China to Impose Consumption Tax on E-Cigarettes Next Month (Caixin)

China will impose steep consumption taxes on e-cigarettes starting Nov. 1 to promote public health, the Ministry of Finance said Tuesday. A 36% tax will be imposed on the production or importation of e-cigarettes, and an 11% tax will be levied on wholesale distribution of e-cigarettes, the ministry said. China does not tax cigarettes at the retail level. Previously, e-cigarettes like ordinary commodities were subject only to value-added tax, without the consumption tax imposed on regular cigarettes. That made the total tax burden much lower than on traditional tobacco products. China is the world’s largest consumer and producer of cigarettes. The country has no national indoor smoking ban. Cigarettes are still relatively cheap, and tobacco-related disease kills 1 million people each year, according to the World Health Organization. China has nearly 300 million smokers, and e-cigarette companies often market their products as smoking cessation aids that decrease the intake of substances like tar caused by burning tobacco. China’s market regulator approved national technical standards for e-cigarettes that were to go into effect Oct. 1 as part of a new regulatory regime banning flavored vapes, including those without nicotine.
